Looks to me like they are calling the state's bluff and with the support of the NIGC. Picture state troopers showing up and being greeted by Fed special agents.
Memories of George Wallace blocking the door at the Univ. of Alabama.
Here in Massachusetts, the Wampanoag Tribe agreed to a 21% state cut on their proposed casino resort in the City of Taunton and Feds said that was too much. It's now down to 17% awaiting the high sign from the Feds.
The deal is based on the Wampanoag's having a monopoly on gambling in the southeastern part of the state. Said on the news this morning if the deal doesn't happen the tribe will build the joint and the state will get nada.

They are 5c/10c/25c 3/5 plays with autohold that can be changed. There's no genie or match card that changes your holds and the deal/draw appear to be random. They look like regular IGT/Action Gaming multiline machines according to the screen shot I saw.
