If a player has a problem with discipline, he will eventually fail, regardless of there being a promotion or not. The casino environment - especially in Las Vegas - is ripe with temptations of excess: eating, drinking, shopping, partying, drugs, sex, and gambling. It's up to the player to "know thyself" and either play it straight or leave altogether.
To say the offer has no value because the undisciplined gambler will blow his wad, I just don't follow that at all. Along those lines, FPDW has no value because many players don't learn proper strategy. Or 3:2 S17 blackjack with 2:1 suited naturals has no value because the plops will still split their 5s and simply hit their 11s.
