Slots and VP here in WV are very bad, that is the truth. Not worth your investment.
However, I deal at Mardi Gras near Charleston, and while we do have $25 blackjack games, we also have a whole pit full of $5, $10 and $15 games running all the time, 24/7.
Also poker variations, like 3 card, let it ride and four card. Roulette $5. Craps is $5 and you can do well, but it is true that the odds are severely limited. We have a huge poker room too.

Forget about West Virginia. By statute, slots/VP have between an 85% min to 95% max payout. Re table games, $25 min and craps is capped @ 2X odds.
