Just got a letter from Station casinos addressing this very issue.
It says that I have received a point increase to adjust my 9/14 balance so that I don't lose any value in points used for "dining and non-gaming redemptions". And this is true if you earned those points before or after 2/14/08.
Note that the letter says about the point increase, "These points will be redeemable for all dining and non-gaming redemptions."
