Possibly the best is the "hidden" Pizzeria, which is on the third floor. The place is tiny and offers the best pizza ever at a Strip hotel.
Holstein's offers excellent burgers (including non-beef burgers) and shakes.
And some think Wicked Spoon is the best buffet in Las Vegas (I haven't tried it). Not as big a spread as Bellagio or Wynn, but many consider the food quality better.
There are plenty of upscale options, too (Jaleo, Scarpetta, etc.) -- the Cosmopolitan has done a better job on its restaurant scene than its paytables.
