Why not just offer a coupon for $15 in freeplay?

Because a coupon for $15 of FP might only produce a coin-in amount, from the
player of $15.00. If the player pays $25,00 in order to receive $40.00 in FP, that would insure that the player's coin-in amount would be at least $40.00.
In my opinion, if a player is going to gamble at least $40.00, this is a good deal.
