Why would anyone ask an expert for advise if they have no plans to heed such
advise?
Because what they are looking for is the expert's concurrence with their thought
process, not for something that would run counter to their preconceived notion.
If the expert agrees with them, that shows just how smart they are. If the
expert disagrees with them, that OBVIOUSLY shows just how ill-informed the
"expert" is.
