I agree with Harry that the early/first re-openings weren't handled the best.
My son and girlfriend were in Vegas and left just a day or two BEFORE
the gov required face masks etc. They stayed at Flamingo and also were
in Caesars and Bellagio.  They also walked up and down the strip a block
or two.  My son reported that at times they were the only ones wearing face
masks.  In fact, my son stated that you would have thot that no one had
hear of Corona Virus!  My son stated that ALL the machines were on in
Flamingo but some didn't have chairs in front of them.  No matter--if some
one wanted to play a machine with no chair--they'd just stand there with
no concern to the people sitting on the side/s of them!  My son said they
felt the safest at the pool-- where they were truly limiting how many were
allowed into the pool area.  He said you had to get there by at least 9am
to get in or you had a long wait!  He said that they also went over to
Bellagio--  many of the machines were re-spaced or turned off.  Also,
the Black Jack tables had partitions between the players and the dealers.
He also told me about other restrictions--can't remember them all at Bellagio.
I don't totally blame the casinos for the lack of wearing face masks -- if it
really isn't required by law--they can't really enforce it without making
many upset! 
I know that when my hubby and I were there the Mon-Fri before 4th of July-
we were surprised at how "dead" it was at the Luxor.  But come Thur b4 the
4th we could tell it was getting busier.  I was appalled at the number of
families that were there with their little kids and even babies!  But at least
they were all wearing face masks then!
Just checked -- the order to wear Face Masks began July 25 in Nevada.  JH

I have a lot of respect for your posts Harry, but I don't understand your statement "a clear sign that a lot of operators f'd up the re-openings."  You seem to think the surge came from activity in casinos.  Is there anyway to verify that?  I don't think there is and as a tourist who was there June 25th thru the 29th, who has now made it through 13 days with no symptoms, I am of the belief things were well managed in the casinos. Heck, in my experience, they were over the top with some ways- I couldn't watch my friend play craps from a distance. I was basically threatened by a floor supervisor to move along.  If the surge did come from casino activity, wouldn't most of those folks, assuming they were tourists like me, have brought home their positive tests, not record them in Nevada?  It sure seemed to be a lot of other tourists where I was.  In my opinion the only questionable place was Fremont Street, so we got out of there quickly. And that had to be more than just tourists.   

I tend to think the surge is likely from the same thing it is/was in other locales where there are issues- people flooded to restaurants, stores, etc. and failed to be careful, thinking they could go back to behaving pre-covid and be fine. Asymptomatic folks passed it along.  But perhaps I am wrong and casinos are the reason for the surges in Nevada. And also Florida, Texas and California. And in Nashville where live. Oh,wait, no casinos here or in Texas.
