I found the same thing when I went to South Point a couple days ago.  Just walked in.. no checks or requirements.
 
Rampart and Red Rock are both taking temperatures at the entrances.

This morning I went in through the Evergreen entrance, and found it wide open, completely unmonitored. It was still that way when I left about 20 minutes later
