That seems to be a liberal definition of "gathering". If 100 people go to Walmart or Costco at the same time, is that a gathering?

Ohio has closed their casinos in compliance to a gubernatorial order to keep gatherings below 100 people.
In NY our governor has said that he is discussing the casino issue with his staff. In NY we have a limit of 500 people at a gathering.
