I can't speak authoritatively, but I expect that the targeted "gig workers" to whom benefits are being extended will be required to show some evidence of contract employment.

I expect pro gamblers will be SOL, as would most "sole proprietors" who aren't presently paying unemployment taxes under a "S" corp structure.
