Sam's Town probably still does, but they really devalued them with tight caps a couple of years ago.
Gold Coast, Sun Coast, and Orleans do not, because they were originally Coast properties and never used the card system that the original Boyd properties did.

Sam's Town also offered gold and silver card for F&B at ST as recently as a couple of years ago. I'm not sure if they or any other southern Nevada Boyd properties do today.
