You actually want to file a complaint with the Enforcement Division of the Nevada Gaming Board, as they are responsible for determining if discipline against a licensee is appropriate, "while the Commission acts in the judicial capacity to determine whether any sanctions should be imposed".
All contact information for various locations/jurisdictions can be found on the Nevada Gaming Board & Nevada Gaming Commission's website. I just GOOGLED it to find it.
