He has said that referring to strategies on a phone while playing is illegal, so I assume he'd say that the Russians are violating the law against using a device to aid in gambling.
I was once firmly told by security not to talk on a phone near a machine. To avoid suspicion, it sounds like a good idea to keep phones out of sight while playing.
