I have checked into rooms many, many times without staying at the hotel.
It was not uncommon for me to have 3 rooms at once during a Vegas trip just
to get the free play and food with the offer. If I wasn't going to use
the room I would go to the room and mess it up.. pull the covers off the bed,
wet some towels and throw them on the floor in the bathroom, throw some
garbage in the can. I would then put the "Do Not Disturb" sign on the door
so housekeeping stays out. If I was still in town sometimes I would go back
on checkout day and personally check out. If not, and I do this much more
often now, I just call the hotel desk on the morning of checkout and tell
them I had to leave in a hurry and ask if they can check me out. I confirm
what my balance should be and have them e-mail me a copy of the receipt if
I need it. I have never had a problem doing this.

Yes the early check out fee is new and all the major chains are jumping on
the bandwagon. Expect the same with the casino hotels soon. Just a another
source of revenue for them similar to the airlines.

We used to book a LOT of room offers we never used. If the only way to get
the offer is to book the room, we would do.
My wife also would always go and 'mess up the room' to make it look lived
in. I thought this was silly and a waste of cleaning time ( this is back
when they changed sheets every day). So, one time she listened to me and
didn't do anything to a room at NYNY. It turned out that we needed the room for
the last night and went to check in and our room keys didn't work. NYNY
checked us out because they didn't see any activity in the room.
I was pretty upset. If I book a room, I should be able to do with it what
I want. They shouldn't get to decide how I use a room. By then we were on
the downside of our NYNY relationship so it didn't matter too much.
BTW, I have never had a casino penalize us for checking out early, and we
have done that a lot of times as well.
