That's outrageous! You might try threatening to go to the FTC identity theft division. Good luck trying to sue an Indian Casino over identity theft. Two forms of id opens a lot of vaults. In Nevada I'd go straight to gaming if they didn't agree to withhold IRS taxes and pay me immediately and I'd apply for the withheld taxes directly from the IRS later. Casinos trying to not pay off jackpots is a blight on the casino industry, it's also a huge marketing mistake to piss off a recent winner, you hope they will tip and continue playing to put some back.
On the other hand, maybe they would accept a Cali driver's license and Cali fishing license, those are both "government issued id's" and easy to obtain, just ask around at the Santa Monica Pier, tell them iguana sent you.
Definitely don't let them take a scan of your social security or medicare card under any conditions.
