I believe your math in the example you gave is correct. For action of 40K or more per day, it does NOT matter if you have a 2X or 3X multiplier.
I would like to add that at levels of action less than 40K per day, there is a benefit to having a 3X multiplier as compared to a 2X. A player getting a 3X and giving 39K of action would get a total of 79K points whereas for a player getting 2X the total would be 78K.

Do I understand this correctly.
