Does a host look at your play at the casino you are staying in
and having rooms comped there or do they consider your total play at all
the sister properties on the players card?
Different hosts and different properties have different policies. You can, however, help your cause with some negotiating. If it is to your benefit for them to look at other properties results, let them know that. Have the number of a friendly host at the other property at your fingertips and share that with the current host if you think that will help you. If you stiffed the other properties, "forget" to bring it up.
Good things don't "automatically" happen. You can help your chances with the right kind of conversation. In terms of dollars and sense, this can be WAY more lucrative than just knowing perfect strategy.
