Actually, I believe this is one of those cases where somebody's computer has been hacked, and the perpetrator is sending out e-mails to everyone on his contact list. Phishing is where somebody is out to try and get information from you, by getting you to usually fill in some form where you disclose personal information, or clicking on a site that get's you to give out the information or worse allows a virus or the like into your computer.
Here they aren't looking for personal mail, all they want is money.
I usually consider spam to just be junk advertising mail. This mail has actual criminal intent. I find it hard to believe that something this old is still being tried, but I guess you don't have to find many suckers in order to turn a profit.

Sorry for any inconvenience, I'm in a terrible situation. Am stranded here
in Manila Philippines since last night. I was hurt and robbed on my way to
