Whether you're offered NCL general bonuses apparently depends entirely on the person you're speaking to. When I booked my last cruise, the Casinos at Sea person freely offered the bonuses in effect at the time. So it would pay to check what's being offered, as you said.

NCL is offering handsome booking incentives lately to the general public. We discovered that they will extend these to comped bookings as well.
We just returned from the NCL Getaway, booked in a PH cabin courtesy of redeemed 7* Sig Exp credits. Our added freebies (through mention of the current advertised promo offer) were free Ultimate Beverage package, free Ultimate Dining package, stateroom daily gratuities, and $100 spa credit. This represents approx $1400 in featured benefits, and for us realized approx $800+ in out of pocket savings vs typical on-board add-ons.
