Haven't rented from Budget/LAS, but it's my guess that registration with FastBreak would resolve most check-in/return delays.
Program is free. You register a credit card and rental preferences in advance and at most locations you merely pick up your paperwork (without waiting in line) and drive away. At many, you go directly to your pre-assigned car, where the rental agreement is waiting.
I'm at an age where I won't do anything less than a full-size car (for the sake of comfort, not girth ... and I'm weary of gerbil powered engines). Typically taking advantage of Costco discount rates, Avis is my mainstay, with Budget backup. Between the two, I generally can find a rate competitive with any discounter and consistently come away with a fully satisfactory rental experience. (I do 20+ rentals a year.)
