I don't trust my memory, but I don't think I've ever seen multipliers advertised by the downtown Boyds, so this seems like a favorable development, despite the geographical and quantitative limitations.
On a Vegas message board, several non-local members posted that they received 10x multiplier offers for selected dates at MSS in October. As a local, I've received targeted multipliers from Orleans, but I assumed the offers were widely distributed to many players.
As for the 10k point limit, the Suncoast site specifically proclaims, "No point max on points earned!" However, the Labor Day multiplier is spaced apart from the others, so I guess it's possible that only the regular weekly multipliers are unlimited.

I picked-up a copy of the rules for today's point multipliers. It says that only locals (89000-89199 zip codes) are eligible at the three downtown properties. Everyone is eligible at the other four Boyd LV casinos.
And "Video poker points will be capped at 10,000" apparently for all casinos since it doesn't say otherwise for Suncoast or any others.
