Not an inside job ... just an offer designed by someone who grossly underestimated what people might do for the sake of a few bucks, and the ingenuity of the "resale" market.
As a consequence of this expose, I now appreciate just a little more the value (to the casino) of loading FSP to a player card vs using machine vouchers. In general, it makes it just a little more cumbersome to "game" the system.
