In speaking with a floorperson there recently, I was told that they are a bit overworked in covering the floor. Maybe this is an effort to reduce W2-Gs generated whenever 2222 is hit on half dollar and dollar denominations. Less paperwork and fewer hand pays equals easier floor coverage for fewer floorpeople. Unfortunately for them, it also means less frequent tips.
