It was state tax and they withheld 6% of 4000.00 jackpot I said 2000.00
earlier my mistake. they 240.00 and I am getting 109.00 back.
It was at the Horseshoe Cleveland, Ohio

Was that 100% of the amount that was withheld?  Or, just the state tax, not the city tax? 
 
What casino gave you the W2-G?  Each city has its own tax rules, so whether you get back any CITY tax withheld depends on the city where the casino is and whether you can file a non-resident CITY return.  Even if you can, the amount to be returned might be too small to bother with.

I just went to Yahoo Groups, searched for this topic, and read the Feb 11 post by Jean Scott and the Feb 12th reply by Barry Glazer.  Those two seem to be the most recent VPFree posts on this topic, so I'll put this question to the entire group as April 15 draws near.
 
If you're a NON-resident of Ohio who received W2-Gs from Ohio during 2013 and had the 4% state income tax + varying amounts of city income tax withheld from your W2-G payouts, can you receive a refund of that withheld tax by filing an Ohio tax return? 
 
Some people have told me it's hopeless; others have said that the it's possible to get a refund of at least the STATE tax.   I'll appreciate input from anyone who knows Ohio law and/or has already filed an Ohio return for 2013.
