Does the statement below mean that the rental car company can't go to the person who rented to get their loss-of-use payment, even if AX won't pay without fleet utilization?  Seems like the contract that you must sign to walk out the door with a car is all in the favor of the rental company (surprise).

I would hardly consider AX to be "big insurance" (big money I'd agree) but maybe they're big enough to bully (sometimes appropriately) the rental companies -- but I use AX a lot too, and I'm encountering more and more companies that just don't take AX, mostly because it is much more expensive (I'm told) for the merchant -- but not wanting to be pushed around by the credit card company would be another reason for a merchant not to accept them.

   AX is very clear-NO fleet utilization report no payment. Maybe  big insurance with deep pockets put car rental companies in their place?
