Jim, I've done a little digging and it seems that rental car companies don't have to show fleet utilization or even actual loss to claim loss of use fees. That is the scary part. They can charge you the full rental price even though they aren't renting the vehicle and incurring those expenses ( wear and tear, depreciation, cleaning, etc). So, loss of use becomes the biggest profit center for them. Scary, scary, scary. I'll gather up the info I find and summarize and post.
