If staying at Flamingo New Years Eve, I would strive for a room on a high floor overlooking LV Blvd. You'll be able to see the fireworks and massive crowds of revelers best from there. Caesars Palace has a good reputation for parties for invited guests but they may have been scaled down due to budget cuts.
