It is a sizable bonus. I can only try to read into their logic on this. First, the bonus is in freeplay, not cash. The means it needs to be played through once, so the ev is lower than the face value of the freeplay. Second, they probably aren't thinking that it will happen with great frequency. Third, getting to the Ace tier requires $300,000 coin in on video poker. That's sizable action for downtown and they may be offering the Royal Bonus as a nice incentive to get you to play that much.
If they are doing tier matching as the original post said they might be doing, that could lead into a big problem very quickly since they would have more players qualifying for those higher tier bonuses without any previous play at the Plaza.
