The video poker at Monticello is legal and "legitimate" (whatever that means) however it is not a random deal.
Yeah, they changed the law while I wasn't looking. I was encouraging friends that the game was worth playing and I was leading them to slaughter. I miss the old Monticello when it was just horse racing. But I was just a kid then so what did I know.

Nevada gaming rules are available online and if you do a search you will see that the current law states that a machine manufactured in Nevada must be legal in the jurisdiction where it is shipped to. This is not new and has been the regulation for about five years or more.

I heard that the law about Las Vegas company machines in other parts of the country had been rescinded, and that companies could make more than one type of machine now? Can't confirm online. Help
