It's an approach to gambling, for example, a gambler could have say $100 discretionary cash and they want to know what's the best game to play for 5 hours with 95% confidence of lasting 5 hours. Dunbar's risk analyzer will answer this sort of question for video poker. But this is not the optimum way to grow a bankroll, for that you need the Kelly system:

Approximate Kelly bankroll is variance/edge bets.

Poundstone's book "Fortune's Formula" is a non mathematical explanation of the Kelly system.
