They would not let me use chips for anything but even bets on roulette. It was pretty lame.

Normally they pay you 35-to-1 and here they pay you only 35-for-1 where the true odds are 38-for-1. So the chips are worth 35/38 --- which is about 92%. This is a FAR higher EV than wasting them on a 48% BJ bet.
