Just because a video poker machine has the designation of being a video lottery terminal does NOT determine whether it is a random deal.
For the most accurate answer you should review the Ohio gaming regulations which most likely are available online.
An alternative way is to play a few hands -- if you notice the "genie" feature or "match" card feature or language on the machine or in the help area that says cards are for display purposes only, then it is a nonrandom deal.
