The simplified rule in this situation is to always prefer the 3 to a Royal over 4 to a flush (unless of course it's 4 to a straight flush). You really won't go badly wrong in 9/6 JOB if you follow this rule.
The penalty card rule is: If the Royal draw is Ace high, 10 low, AND you have a fourth flush card, AND the 5th card is 10 or higher, then hold the 4 card flush. Otherwise, hold the 3 card Royal draw.
