But, there does not appear to be anything there that requires, when a card game is being simulated, that each and every eligible "card" has an equal chance of being drawn each time a draw or deal is taking place. So, for example, eights could be programmed with a higher probability of appearing than, say, aces, and the result would still be random.
Without the above stipulation (or something similar) the results can be random (as with a slot machine), but not necessarily reflective of true video poker.
