Yes, the over-100% payback machines are excluded from promotions. In
addition to those, all the games on any machine with NSUD are supposedly
excluded from promotions.
Somewhat recently they also had 9/7 TDB in the high limit room that was
excluded from promotions. I did not find these there today.
