Because the casino is in Downtown Cleveland next to a bunch of Hotels, the Cleveland Cav's sports arena, Progressive Field, and Browns Stadium. If they did not charge to park you would never have a place to park. There is a reserved 7-Stars area in the garage off of Ontario Street. 7-Stars get automatic free parking whether they play or not, just swipe your card and print a voucher.
Limit one parking pass per 24 hour time period, so print your voucher as soon as you qualify for it.
