The Gold Coast shuttle picks up on the corner right next to Bills (kinda behind the escalator)
It comes by every 10-20 min. From GC you can walk across the street to Palms.

In the past some of the LV Blvd casinos wouldn't allow anyone to enter during a few hours New Years Eve, unless you were a hotel guest at that casino. Haven't heard what they will do this year.
Yes, the Bellagio has a Conservatory with an elaborate Christmas exhibit. You might also like the two newest casinos, Aria and the Cosmopolitan. It's hard to know what you and your friends would enjoy doing, but the Las Vegas Advisor and LVRJ websites have a lot of info.
Both the Palms and Gold Coast aren't too far away and have decent video poker. It would be a long walk from LV Blvd but many people do it.
I'd be interested in hearing about your trip when you get back.
