Australia is a good example. Tipping is not expected and in fact the locals discourage it. The wait staff make good wages and everyone pays their "fair" (albeit high) share of taxes. We experienced excellent service in most of the establishments and never felt obligated to tip. Taxes were also built in to the prices. What you see is what you pay. We loved it even though the prices were higher (partly due also to the unfavorable exchange rate).
