Something I learned a long time ago when it comes to exactly what you did: NEVER call less than two times if you want correct food outlets comp policy when you do not have it in crystal clear writing.
When calling you could get any of a myriad of incompetents who will usually say almost anything to get rid of you and get on to the next task. Even if it's someone you know, their word alone is no high probability of a guarantee.

I received an offer from Excalibur for 3 nights. $400 in free play, and $300 in dining. I took them up on the offer since I don't play there much. With $300 in dining, I called to ask where it could be used. I was told it was a neighborhood offer and could be used at all the buffets and cafes at Excalibur, Luxor, and Mandalay Bay. Also, it could be used at Red Square, Mix, Red, White, and Blue, the Mexican restaurant at Luxor. We dined at Red, White, and Blue and spent over $200 on dinner. As I went to pay, I was told by the waiter that I could not charge it to the room since the are not owned by MGM. I spoke to the restaurant mgr, hosts, and casino marketing without getting anywhere. Needless to say I will not be coming back!
