Tips are almost never included in any promotion and paying $100 in tips for a $500 package is still good in my book. At least they included the tax if there was any. There are few instances where whales will get the tips comped off but these are people that spend 100s of thousands each trip at minimum. I ran into this at MGM many times(not me of course.)
