Obviously, varies from state to state.  I think Nevada is pretty much pro-casino, and probably moreso than any other state with "gaming".  Even then, there are certainly regulations with which casinos must comply, but I suspect that if there's fine print saying "subject to change" or similar, that will cover them.

Just last week a friend went to Harrah's Philadelphia to pick up a gift card he was offered, but his account was locked so he couldn't log in and claim it. This also has been happening to a number of others both in Philadelphia and Atlantic City.
